This program was created to assist applicants who have the talent and ability to provide the labor to build their own homes with IRHA providing the materials. Participants are required to have their foundation and four walls in place. The homeowner provides the labor and IRHA inspects their progress regularly to insure that the home is being built in accordance with IRHA housing quality standards. This program provides a grant of $50,000 for an individual homeowner which does not have to be paid back so long as the homeowner occupies the home as agreed upon entrance into the program.

Requirements for all Rehabilitation and Construction programs:

1. Applicants must own their own home or land
2. Be a Native Alaskan or American Indian
3. Have a houshold income at or below the HUD income limits

Mendone Land Purchase Program
The difference between the value of the lots and the actua l purchase price will be forgiven 20 years after the purchase date. The purchaser must provide project schedules and viable means to accomplish construction (contractor or self). IRHA shall review and approve all construction plans. The purchaser will be responsible for all taxes and fees associated with owning the property. The purchaser must begin construction and be in compliance with covenance within 2 years of purchase date.

Mendone Self Help New Construction Program
This program applies only to applicants that have purchased lots from IRHA through the Mendone Land Purchase Program. The maximum amount of assistance shall be $75,000 to be used for materials only. The loan amount will be 100% forgiven after 20 years from date of assistance. If the homeowner sells the property before 20 years they will owe the entire amount of assistance provided.
